First, it <br />is a bit dated and may not reflect more recent experience with privatization in Texas cities. <br />Second, the study lacks quantitative data on purported cost savings of privatization in the <br />various cities. It also reflects primarily subjective evaluations via an interview process, <br />versus a more rigorous quantitative analysis of the risks and benefits. The report is also <br />mainly focused on wastewater privatization, and there are additional concerns applicable to <br />water privatization not reflected in the report.
