<br />is a bit dated and may not reflect more recent experience with privatization in Texas cities.
<br />Second, the study lacks quantitative data on purported cost savings of privatization in the
<br />various cities. It also reflects primarily subjective evaluations via an interview process,
<br />versus a more rigorous quantitative analysis of the risks and benefits. The report is also
<br />mainly focused on wastewater privatization, and there are additional concerns applicable to
<br />water privatization not reflected in the report. Finally, it appears to include several
<br />examples of systems being contracted to or bought by river authorities, which are not private
<br />companies, but no distinction between the two types of entities is made in evaluating cities'
<br />experience.
