Regular City Council Meeting <br />August 25, 2003 <br />Page 6 <br />Mr. Townsend said Division 49, Garage, has decreased by $3,400.00 <br />excluding the personnel cost. He said he was comfortable with the decreases <br />in this department. <br />Mr. Townsend advised that Division 83, Water Distribution, was on Page 246, <br />and, excluding personnel cost, this budget was cut by $3,400.00. There are not <br />a lot of changes in this division. Mayor Fendley asked why Contractual was <br />such a large item for this year. Mr. Anderson explained that this had to do with <br />where they were charging some pumping costs in the distribution system that <br />had been charged to one of Mr. Campbell's accounts. He said in the process <br />of doing a settle up agreement on the bulk water contract with Lamar County <br />Water Supply, they pointed out in the contract that the city could not include <br />these pumping costs as part of the distribution cost. Mr. Anderson said in <br />order to back that out so it would not have to be done manually this year, they <br />reallocated and placed it in the distribution cost in this budget rather than <br />placing it in Mr. Campbell's budget. <br />Mayor Fendley wanted to know about the water meters because he has been <br />receiving a lot of calls regarding tenant property owners. He has received a lot <br />of e-mails regarding the locks on the water meters and wanted to know if that <br />is what the item is on 0912, on page 251. Mr. Anderson said this is routine <br />trade-out of the meters. Mayor Fendley asked if they were doing anything <br />about the locking meters for tenants. Mr. Anderson explained that he has <br />requested a list of rental property from the several landlords who have told him <br />they wanted lockable meters. He had told them that the city would make these <br />addresses a priority. Mr. Anderson explained that if you built a new rental <br />property under the current code, you would have to have the water cut off <br />between the meter and the house, but a lot of the old structures do not have <br />that. Mr. Anderson said he made a suggestion to one of the large rental <br />property owners that he could do that by bringing it up to code and he can shut <br />the water off at will. <br />
