MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />March 31, 2014 <br />The City Council of the City of Paris met for a special meeting at 5:30 p.m. on Monday, <br />March 31, 2014, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: John Wright; Aaron Jenkins; Billie Lancaster; <br />Richard Grossnickle; and Cleonne Drake <br />City Staff: John Godwin, City Manager; Kent McIlyar, City <br />Attorney; Janice Ellis, City Clerk; and Shawn <br />Napier, City Engineer <br />Absent: Council Member: Matt Frierson <br />1. Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Discuss and award a bid for Contract A to the lowest responsible bidder for Phase I of the <br />2013 Capital Improvement Program (CIP). <br />City Engineer Shawn Napier said the City received two bids and the low bid was from B. <br />Bray Construction in the amount of $1,867,769, with the other bid being $81,601 higher than <br />Bray Construction's bid. Mayor Hashmi said he was pleased that a local company would be <br />receiving the bid and for a good price to the City. Council Member Wright said he was happy <br />that the citizens approved the bond election. Mayor Hashmi inquired about duration of the <br />project and Mr. Bray said the start date was early to mid -May and completion would be just after <br />the first of the year. <br />A Motion to award the bid for Contract A to B. Bray Construction was made by Mayor <br />Hashmi and seconded by Council Members Jenkins, Lancaster and Drake. Motion carried, 6 <br />ayes — 0 nays. <br />3.
