City Council expressed concern that city staff was not monitoring this <br />project on a timely basis. Council Member Frierson said this was embarrassing and asked for the <br />end date. Mr. Napier told him the project should be completed by April 24th. Council Member <br />Wright said there had been a lot of complaints and this had been a long learning curve for staff. <br />Mr. Godwin recommended that Council not approve the change order. <br />A Motion to table this item was made by Council Member Drake and seconded by <br />Council Member Frierson. Motion carried, 7 ayes — 0 nays. <br />18. Receive the Paris Economic Development Corporation Board's Plan of Work for FY <br />2013 -14. <br />PEDC Interim Executive Director Shannon Barrentine presented the Board's adopted <br />plan of work for FY 2013 -14. Ms. Barrentine explained the goals, which included 1) securing <br />primary jobs through industrial recruiting and business retention and expansion; 2) strengthening <br />local education and workforce training programs to meet employer needs; 3) strengthening <br />PEDC's operations; and 4) marketing airport as industrial site ready. Ms. Barrentine said the <br />Board would be considering funding options to implement the plan of work by allocating <br />$75,000 in the approved budget. Chair Rebecca Clifford the Board decided to limit scope of <br />work to two areas, workforce training and promotion of the airport. <br />19. Discuss and act on RESOLUTION NO. 2014 -010: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING <br />AN INTERLOCAL COOPERATIVE AGREEMENT BY AND BETWEEN LAMAR <br />COUNTY, TEXAS ( "COUNTY ") AND THE CITY OF PARIS, TEXAS ( "CITY ") <br />CREATING A PUBLIC HEALTH DISTRICT; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Finance Director Gene Anderson said the City of Paris and Lamar County had a long <br />standing relationship with the Health Department. He further said that in recent years an effort <br />had been made to formally clarify this relationship and determine how best to aid the Health <br />Department in achieving its public service goals. Mr. Anderson reported the Health Department <br />had made significant improvements to its operations under its new Board of Directors and new <br />executive director Gina Prestridge. He said the Health Department approved the agreement at <br />their February meeting. Under the agreement, Mr. Anderson reported the City's current budget <br />commitment to the Health Department of $75,000 annually would remain in place for three years <br />and then be renegotiated. <br />A Motion to approve the agreement was made by Council Member Frierson and <br />seconded by Mayor Hashmi. Motion carried, 7 ayes — 0 nays. <br />
