Regular City Council Meeting <br />November 6, 2003 <br />Page 14 <br /> <br />Councilman Bell wanted to know if this was the project that the Council had <br />previously authorized to be completed by work by the day with an estimated <br />cost of $10,000.00. <br /> <br />Shawn Napier, City Engineer, came forward stating that the project was <br />underway at the time that the work by the day ended and there was not a <br />recommendation as to how they were to do the project. Mr. Napier said they <br />tried to follow the new policy that the City Attorney has created. City Manager <br />Malone explained that they did not have any type of agreed methodology to <br />choose a contractor. The City Manager pointed out that a lot of information <br />was presented about work by the day that turned out to not be factual. The staff <br />did not want to be hanging out regarding this matter. He said that in order to <br />go out for bid, they had to have a design and they put it out, and this is what <br />they received. <br /> <br />Mr. Napier told the City Council that Chip Jenkins originally started this <br />project and he currently has two crews away from Paris, who knew all about <br />this project, and the City Council can see by his bid that he really did not want <br />the project because it would cost him money to pull a crew back and finish this <br />project. <br /> <br />A motion was made by Councilman Bell that the bid be awarded to S&S <br />Boring in the amount of $14,000.00 for the completion of the manhole <br />replacement at Kiamichi Railroad and Loop 286. The motion was seconded by <br />Councilman Plata and carried 6 ayes, 0 nays. <br /> <br />City Manager Malone reported that the Director of Finance is out of town and <br />he is in the process of drafting several variations of an RFP. He advised that <br />one of these variations will be for a fully funded plan such as the city currently <br />has. Another version will be a self-funded plan such as the city has, and the <br />third version would allow for those proposing to present a plan of their own <br />design. City Manager Malone said Mr. Anderson' s idea is that the city is going <br />to have several options to choose from and he is hopeful that this can be <br /> <br /> <br />
