Minutes <br />Traffic Commission <br />City of Paris <br />The Traffic Commission met on Tuesday, April 01, 2014 at 5:15 P.M. in the <br />Municipal Courtroom with the following members present: <br />1. Kenneth Millsap <br />2. Susan Hamby <br />3. Joe McCarthy <br />4. Ken Kohls <br />The city staff was represented by Asst. Chief Randy Tuttle. <br />City Council was represented by Cleonne Drake. <br />Chairman Ken Kohls called the meeting to order at 5:17pm. A quorum was <br />established with four members present. <br />Mr. Kohls then moved to item #2 regarding the approval of minutes from the <br />December 03, 2013 and February 04, 2014 meetings. Ms. Hamby made a <br />motion to accept both meeting minutes with Mr. McCarthy second the motion and <br />it carried 4 -0. <br />Mr. Kohls moved to item #3 concerning the discussion and possible action <br />regarding a request to place a traffic light at the intersection of N. Collegiate and <br />Pine Mill Road. Mr. Kohls stated he had received a request from a citizen to <br />place a traffic signal at this intersection due to traffic congestion at the <br />intersection. Mr. Tuttle provided members with a traffic count done at the <br />intersection by the City of Paris Traffic Division. The study was done on January <br />27, 28 -29, and 20 -31, 2013. Combining all totals there was an average of 1,159.2 <br />cars travelling through the intersection in one hour under an eight hour survey. <br />Mr. Tuttle also advised members there had only been one accident in the <br />intersection in a three year period. Mr. Tuttle informed members that he had <br />received an informal estimated cost of $100,000.00 - $120,000.00 to install a <br />traffic light in an intersection. Mr. Tuttle also informed members that the city <br />would possibly have to contract with TXDOT to maintain a traffic light since the <br />City of Paris currently owns no traffic lights. After discussion Mr. McCarthy made <br />a motion to take no action on this request at this time. Ms. Hamby second the <br />motion and it carried 4 -0. <br />Mr. Kohls moved to item #4 regarding any Old Business. Mr. Tuttle informed <br />members that TXDOT has submitted plans to the City Engineer concerning <br />
