PART 6: PROJECT SUMMARY <br /> <br />Problem Statement <br /> <br />Due to large quantities of controlled substance, marijuana, and dangerous drugs being delivered, <br />manufactured, possessed, or grow~ in the project's participating counties, the availability of illegal drugs <br />contributes to a flourishing level of narcotics trade and a higher cdme rate. This includes addressing any <br />suspected terrorism activity identified. <br /> <br />Goal Statement <br /> <br />Significantly reduce the trafficking of controlled substances, dangerous drugs, and marijuana in the project <br />area while supporting the local law enforcement agencies with reducing drug-related crime and address any <br />terrorism matters related to homeland security. <br /> <br />Target Group <br /> <br />a. Geographic Area: <br />The project area is located in N0rthea3t Texa3 an~l ~0n~i~t~ or D~lta~ Fannin, Franklin, Hopkins, and Lamar <br />counties. The five counties make up approximately 4,736 square miles and have a population of 128,111 <br />~eople. <br /> <br /> b. Target Audience: <br /> The audience to be targeted consists of all narcotics traffickers, especially producers of methamphetamine <br /> using the Nazi Method. A high priority emphasis will be placed on this audience to identify, investigate, and <br /> indict all offenders whose cdminal responsibility is at issue. Another priority is the use of an interdiction <br /> officer/canine to interdict the audience smuggling narcotics from the Dallas/Fort Worth area by the way of <br /> Interstate 30 to desinations in the Eastern parts of the United States. A concerted effort will be made to <br /> heighten the awareness of national security and response, and investigate all potential terrorist activities. <br /> <br /> Project Activities <br /> The investigative activity is fashioned to a three-prong approach. The first prong is the ability to take <br />inl0 na[i0n rL iV i]nl;I [ll]¥1;IgP [lid inrglmativn inlt ~riminol ~ses, The second ~ron~ is the utilization of <br />' confidential informants to make initial purchases of illegal drugs. The third prong is to utilize interdiction <br />units to work the highways to support open investigations, or recent information circumstances. By utilizing <br />his three-prong approach, it is the goal to reduce drug use and trade, and thus reduce violent cdmes which <br />]re consistently interrelated with drug use. <br /> :{ed River Valley Drug Task Force has a special prosecutor who aggressively prosecutes all illegal drug <br /> traffickers under applicable state and federal laws. This includes the abilify to remove any profils gained <br /> through the civil process (seizure and forfeiture). <br /> (~rM~J arl~ terrorism awareness education programs are ongoing, which is kept at thel forefront ~and is <br /> addressed daily. A concerted effort will be made to heighten the awareness o~ na{~onal secun{y an~ <br /> investigate all potential terrorist activities. <br /> <br /> Project Objectives <br /> To determine if an organization is operating effectively and efficiently, you must establsih a valid evaluation <br /> method. The progress can be evaluated by using two measures - output and outcome. Output measures <br /> can be equated to drug enforcement as the number of cases initiated, the number of defendants arrested, <br /> and the value of assets seized. Outcome measures are the number of defendants convicted, the value of <br /> ~lrogs se',ze& ~t {h~ velua ef o~tg f0rf0it0d.
