MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Shawn Napier, P.E. <br />City Engineer <br />DATE: February 5, 2004 <br />SUBJECT: Selection Recommendation for Vulnerability Assessment <br />A Request for Proposal (RFP) was sent to several consulting firms in December to perform a <br />vulnerability assessment (VA) and revise the emergency response plan (ERP) for the City of <br />Paris. The deadline for receiving the proposals was January 22, 2004; five proposals were <br />submitted. The proposals where ranked according to: experience and performance on similar <br />projects; personnel qualifications; methodology; technical ability and approach to meet the <br />requirements of the RFP. Freese and Nichols was ranked first by the selection committee. I <br />recommend that Freese and Nichols be chosen to perform the VA and revise the ERP for the <br />City of Paris, subject to negotiation of an acceptable fee. <br />Freese and Nichols has performed 13 VA's for cities in Texas. The City of Paris and Freese and <br />Nichols must agree on a price to perform the VA. If an agreement cannot be reached then we <br />will end negotiations with Freese and Nichols and begin negotiations with the next most <br />qualified proposer, and if necessary, continue thereafter. <br />cc: Michael E.
