Security Measures <br />EPA's goal is for each water system to conduct a VA and to take a step forward in <br />addressing system security. The EPA does not define specific levels of security and <br />does not define a minimum threat. During the VA FNI will assist the City of Paris <br />in defining an appropriate level of security and standards, and in developing a <br />phased implementation of recommendations. <br />An effective security program should focus first on people and procedures and <br />second on technology. Technology is only as effective as the people utilizing the <br />technology and procedures in place to implement an effective security program. <br />An ideal security system is comprised of a multilayered approach which utilizes <br />detection, delay and response features. <br />In addition, not all security measures are appropriate for every municipality. City's <br />must consider system redundancy, response capability and the impact (economic <br />and on the ability to serve customers) of losing a component of the water system. <br />Security measures should be designed to address a specific adversary such as a <br />computer hacker, a disgruntled employee, a casual vandal, a determined criminal, <br />an environmental extremists or a terrorist.
