Regular City Council Meeting <br />January 12,2004 <br />Page 25 <br /> <br />submitting to the Council. <br /> <br />Councilman Bell said the City is at the higher end on the property tax rate and <br />the water rate. The Council needs to see what they can do to keep competitive <br />with the employees and benefits and at the same time, hold the line on the <br />property tax and water rates. He felt there were innovative ways to address <br />these things. <br /> <br />Mayor Fendley said everyone needs to look at these recommendations and <br />think about what needs to be done, so it can be discussed in a future Council <br />Meeting., before budget time. He said that they will discuss this in March and <br />make recommendations to staff. <br /> <br />Mayor Fendley reminded the Council that it was the time of year to start the <br />evaluations of the City Manager, City Attorney, and the Municipal Judge, a <br />process which was begun last year. He called the Council's attention to the <br />evaluation forms in their packet and copies of last year's evaluations. <br />Councilwoman Neeley, who was a part of the committee that produced the <br />form, stated that there needed to be discussion on the process before the <br />evaluations were done, so all of the Council would understand the process. <br />Mayor Fendley stated that it needed to be put on the February Council agenda, <br />at which time they can discuss if they feel like any changes need to made to the <br />evaluation form.
