<br /> Municipal Election Language for Certain Public Retirement Systems

<br />According to our records, ~c~ur city is one that covers most of its employees in TMRS,
<br />but also has a separate local plan for firefighters and/or other employees. This past
<br />November, voters approved Proposition 15, a constitutional amendment providing that
<br />certain cities could not reduce certain accrued retirement benefits. This amendment
<br />does not affect your TMRS retirement program, but would apply to your local
<br />firefighter plan.

<br />Proposition 15 included a provision which grants affected cities a one-time opportunity to
<br />hold an election, to determine whether or not the city's local retirement plan will be
<br />subject to Prop. 15. This election, if conducted, must be held in May 2004. We have had
