1. An administrative decision by the project directors of the Regional Controlled Substance Apprehension <br />Program and Tactical Narcotics Team was made to consolidate the two drug task forces. The consolidation <br />will increase the number of participating entities from six in the Regional Controlled Substance Apprehension <br />Program and five in the Tactical Narcotics Team to an adjusted number of eight. Three entities have elected <br />to withdraw their participation in the task force. Arising out of the consolidation is the new Red River Valley <br />Drug Task Force. The consolidation is cost-effective in the following manner: <br /> a. The present Regional Controlled Substance Apprehension Program Commander's salary and fringe <br />benefits ($62,240) will be used in one of the other schedules. <br /> b. The Texas Department of Public Safety Commander's salary and fdnge benefits ($76,896) will be used <br />for cash match. <br /> <br /> c. The cell phone, pager, vehicle, and gas expense for the present Regional Controlled Substance <br />Apprehension Program Commander will be eliminated. The same expenses for the Texas Department of <br />Public Safety Commander will be paid by the Texas Department of Public Safety. <br />2. To eliminate a portion of the operating expense, the investigators have been instructed to travel together <br />in conducting task force business when leasable. <br />3. To eliminate a portion of the heating, cooling, and lighting expanse, all task force personnel have been <br />instructed on the importance of the correct setting on thermostats and turning off lights, <br />4. The investigators have been instructed to evaluate the payments of confidential informants in a more cost- <br />effective manner. <br /> 5. The investigators have been instructed to evaluate the mailing versus hand-delivery of evidence to the <br /> laboratories. <br /> <br /> 6. Agency meetings have been cut from one a week to two a month. <br /> <br /> 7.
