Regular City Council Meeting <br />September 9 , 2003 <br />Page 5 <br />$10,000. 00. Mayor Fendley said that Family Haven had not called him today, but <br />just to clarify, she wanted the City Council to realize that she is seeing 750 cases <br />a month of battered children and women that they are trying to get back in the <br />home or make other arrangements for. <br />After discussion, a motion was made by Mayor Pro Tem McCarthy, seconded by <br />Councilman Weekly, to add $3,000.00 to the budget for Family Haven to the <br />budget. The motion carried 7 ayes, 0 nays. <br />Councilman Bell questioned that last year the Council raised the contribution for <br />NETCADA from $5,000.00 to $10,000.00 and said he thought they should take <br />them back to $5,000.00. Councilwoman Neeley stated that is in order to get the <br />funding from the State they needed 10% matching funds. <br />Mike Alexander, Code Enforcement Officer, came forward, stating that he was <br />on the board for NETCADA and the reason for asking for additional money last <br />year was, they were not remodeling, but they were moving from the old Paris <br />Junior College building to the First National Bank Building. He said this is a very <br />good program and it helps recovering people and they have a very good success <br />rate and help a lot of people. <br />Councilman Guest asked why couldn't they establish a budget amount from year <br />to year, let them make their recommendations to the staff and then the staff make <br />a recommendation to the Council. <br />Mayor Fendley said they need to adjust how they handle it next year. He did not <br />see the need for them to have to come and go through this procedure if they could <br />take staff recommendations and they can make their recommendations to the staff. <br />City Manager Malone said he did not feel that it would be the responsibility of the <br />staff to make recommendations for charitable organizations. He also advised that <br />the City Council had placed those in the budget and he has removed them in the <br />
