Regular City Council Meeting <br />December 8, 2003 <br />Page 3 <br />advised that he could go ahead and build the fence. <br />City Attorney Schenk said he discussed this in part with Mr. Methven and he <br />thought there was a misunderstanding in the location. The City Attorney said <br />the issue was that this was an external improvement and that ordinance must <br />go before the Historical Preservation Commission before it is constructed and <br />that is the purpose of the Certificate of Appropriateness. <br />Steve Methven advised the City Council that Mr. Brown came in to see him a <br />few weeks before he built the fence and he wanted to know if he needed a <br />building permit to build a building, and Mr. Methven told him, yes. Mr. Brown <br />also asked if he needed a permit to build a fence and Mr. Methven told him no. <br />Mr. Methven said he asked him where it was and he did not remember the <br />specific address, but he remembered Appliance Factory Outlet. Mr. Methven <br />said for lack of communication on his part, he thought he was talking about the <br />one in the 1000 block of Bonham Street. Mr. Methven said, in his defense, Mr. <br />Brown had the post in when he went down there to stop him. Mr. Brown did <br />not stop and did not pursue the requirements, but he did feel some <br />responsibility because of the fence being there from lack of communication on <br />his part. <br />Bill Bone came forward stating that he has property located in the downtown <br />area and there are other properties very close to the property in question that <br />are getting ready to fall down. He said that he was trying to work up a sale to <br />somebody, but they are not going to buy it if they cannot put a roof on it. So, <br />it will eventually fall down. Mr. Bone said with regard to Mr. Brown's fence, <br />that lot seemed to be the favorite baby diaper changing place in Paris, and he <br />felt Mr. Brown did a great favor to the property owners. Mr. Bone said he was <br />here tonight to find out what he could do with the old Rodgers and Wade <br />building if he gets ready to do something. He said he needs to put a fence on <br />a half block parking area across the street from where Pete Humphrey's used <br />to be. Mr. Bone wanted to know if he had to go back with a brick building like <br />Mr. Humphrey had back there. Mayor Fendley said he would have to go back <br />to the Historical Preservation Commission and ask for permission to do <br />
