Regular City Council Meeting <br />December 8, 2003 <br />Page 5 <br />Councilman Bell felt that is what needed to be done and felt a different type <br />fence needs to be there and it needs to be reasonable. Councilman Bell said <br />that Mr. Brown needs a period of time to go through that process and get that <br />accomplished. <br />After discussion, a motion was made by Mayor Pro Tem McCarthy that the <br />City Council deny the Certificate of Appropriateness and allow Mr. Brown to <br />go back to the Historical Preservation Commission and have this matter <br />resolved with them by February 15, 2004, and receive a Certificate of <br />Appropriateness. The motion was seconded by Councilwoman Neeley and <br />carried 7 ayes, 0 nays. <br />ORDINANCE NO. 2003-050 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS PROVIDING THAT THE CODE OF ORDINANCES OF THE <br />CITY OF PARIS BE AMENDED BY REVISING SECTION 12-1 OF SAID <br />CODE TO AUTHORIZE THE STAFFING LEVELS OF THE FIRE <br />DEPARTMENT; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN <br />EFFECTIVE DATE, WAS PRESENTED. <br />A motion was made by Councilman Guest, seconded by Councilman Weekly, <br />for adoption of the ordinance. The motion carried 7 ayes, 0 nays. <br />Resolution No. 2003-171, establishing a comprehensive policy for the <br />performance for work by the day pursuant to the provisions of Section 252.022 <br />(a) 5 of the Texas Local Government Code; establishing definitions; <br />establishing procedures, guidelines, and requirements for qualifications of <br />contractors; repealing all resolutions or portions of resolutions in conflict <br />herewith, was presented. A motion was made by Councilman Weekly, <br />seconded by Councilman Bell, for approval of the resolution. The motion <br />carried 6 ayes, 1 nay, Councilman Plata voting no. <br />
