Regular City Council Meeting
February 9, 2004
Page 19

thought that should stay. Councilman Guest indicated that not only in this
evaluation, but also the previous ones, no one has considered Attitude, and
wondered where this should be put. Councilwoman Neeley thought this should
be put under No. Four (4), Interpersonal Skills, along with the things already
listed, tact, consideration, etc. It was suggested putting Attitude under No. Four
(4).

Mayor Fendley said No. Three (3) is left as is and on No. Four (4), make the
heading Interpersonal Skills-Attitude, and do that on all three evaluations. City
Councilwoman Neeley reminded the Council that item No. Four (4) was deleted
from the other two evaluations. Mayor Fendley said it would be added back.

All agreed item No. Five (5), Conflict Resolution would stay in.

Councilman Plata felt item Six (6) Work Habits should be left in and all agreed.

Mayor Fendley said Seven (7) and Eight (8) were combined on the City
Attorney's Evaluation and ask if the Council would like to do this again.
Councilwoman Neeley said she did not, because she thought there was a
difference in the jobs. Mayor Fendley indicated Seven (7) and Eight (8) would
stay as they were, with the description from One (1) added on to Seven (7).

On item Nine (9), Council Requests, and item Ten (10), Budget Management,
Mayor Fendley indicated they would be left.

Councilman Plata asked if this was just a tool for evaluation, but not for hiring
or firing. He gave the example, although City Manager Malone exceeded in the
evaluation, if the Council decided they needed a change, could they let him go
if he had a good evaluation?

Mayor Fendley stated that the evaluation was set out in the City Charter and the
Council can take appropriate action based on those evaluations. The three
positions report to the Council and serve to the pleasure of the Council.
Councilman Plata felt this was just a guide for improvement.
