HOUSING AUTHORITY OF THE CITY OF PARIS <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br />November 21, 2003 <br />12:30 p.m. <br />Chairman Jeff Hoog called the meeting to order as 12:35 p.m. with the following Board <br />members present: Kathleen Edge, Rick Poston, and Annette Grant. Also attending was Executive <br />Director Denny Head, Assistant Director Sally Gibson, and Legal Council T.K. Haynes. <br />Chairman Jeff Hoog asked for a motion to accept the minutes from the October 21, 2003 Board <br />of Commissioners meeting. Motion was made by Rick Poston and seconded by Annette Grant. <br />Motion was unanimous 3-0. <br />Request for exception to the One Strike Policy in regards to Bobbie Thompson. Bobbie <br />Thompson explained to the board the situation of her son having an inoperable brain tumor. Her <br />son was arrested for possession of a controlled substance. Ms. Thompson explained to the board <br />that her son was taking chemo and was told that if he smoked a marijuana cigarette would help <br />with the pain and nausea. Her son was 17 years old at the time of his arrest. Denny explained to <br />the board that with each situation there are different circumstances to consider. Denny informed <br />the board that Ms. Thompson presented him with a letter from the Lamar County Attorney's <br />office stating that all charges had been dropped. Denny also explained that there were only three <br />board members present and that the board may want to table their decision until all board <br />members are present. James R. Poston made recommendation to table. <br />TABLED. <br />Denny informed the board of a situation with one of the residents at 1840 Jackson Court. There <br />have been several reports involving this resident's children. Denny received information from <br />two other residents in reference to the problems involving this resident's children. Denny <br />contacted the resident and informed her that she must attend a mandatory meeting to discuss the <br />problems involving her children. The resident showed up for her meeting with Sharon Reynerson <br />with Lone Star Legal Aid. Denny explained that the resident and Lone Star Legal Aid attempted <br />to turn this situation into a racial problem. Denny informed that all information regarding this <br />situation was documented in the tenant's file. <br />Denny informed the board that in the future Lone Star Legal Aid would not be allowed to come <br />into the Paris Housing Authority and request copies or to see files without filing the appropriate <br />paper work All information obtained will be requested and the paperwork presented within the <br />appropriate deadlines. <br />Agenda Item 2004-014- Approve contract for Architect- Denny informed the board that the <br />PHA was in need of Architect services. Denny informed the board that the only qualified <br />applicant was Cameron Alread. Denny informed the board that the board must approve these <br />services. Motion was made by Annette Grant. Seconded by Kathleen Edge. Vote was unanimous <br />3-0. <br />Agenda Item 2004-015- Approval of revised residential lease. Changes were made to the <br />residential lease. The lease did not include the requirements of community service. Denny <br />informed the board that the changes were made and that approval from the board was necessary. <br />Motion was made by Kathleen Edge and seconded by Annette Grant. Vote was unanimous 3-0. <br />
