Please note the program is required of every firefighter and an incentive program <br />will be implemented by the Paris Fire and Rescue Department. <br /> <br />These funds are allocated to be spent on the Wellness and Fitness Program in the following manner- <br />. 54 Initial Physical Exams; <br />.54lnitiallmmunization; <br />. Treadmill for annual assessments and regular usage at station 1 ; <br />. Treadmills for stations 2,3, 4; <br />. Elliptical Trainer for station 1; <br />. Smith Machines for stations 1,2,3,4; <br />. Adjustable bench for stations 1,2,3,4; <br />. Olympic Plates for all stations; <br />. Set of dumb bells for stations 2,3,4; <br />. Dumb bell racks for stations 2,3,4; <br />. 25# Curl bars for stations 2,3,4; <br />. ChinlDipNKR apparatus for 1,2,3,4; and <br />. Jackson Strength Evaluation Package and accessories. <br />-Benefit to the City of Paris and the Paris Fire and Rescue Department- <br />It is important to note 61 % of the professional firelighters in our department are 40 years of age or ÌlVer, thus putting <br />these firefighters in a high risk category for cardiac related problems. In addition, 35% of our department is overweight, <br />also putting these individuals at risk for a number of other problems including shortness of breath during extreme <br />situations, diabetes, high blood pressure, back injuries, etc. Our primary goal in requesting funds for the <br />WelinessIFitness Program is to bring our department into comp6ance with NFPA standards but more importantly to <br />protect ourselves and to better protect our community. More strength, flexibility and endurance, enables our firefighters <br />to be better prepared to perform at peak levels during emergency incidents. <br />The PFD has never had a formal wellness and fitness program. Our department is making a long term commitment to <br />implementing and carrying out this program in order to: <br />. Assist our firefighters' physical and mental well being; <br />. Better serve our community with a firefighting force that is prepared and able; <br />. Prevent disability retirement due to heart attacks and debilitating injuries; <br />. To cut down on loss time injuries. <br />It is our sincere hope, that FEMA will grant us the funds to make this a reality. <br />2) Financial Need <br />In the recent past, the Paris FIre Department's needs have not been a high priority during annual budget preparations. <br />Our PFD Chief, Training Officer and other staff members have wanted to implement a program of this nature for a <br />number of years but have not had the opportunity to plan and implement such an in-depth and comprehensive wellness <br />and fitness program. Our city has faced a number of negative financial issues which has included health insurance and <br />retirement for all city employees. In the past few years, our city has experienced several financing issues including a <br />lower tax assessment for the Campbell Soup plant, the loss of a major portion of the Campbell Soup processing plant <br />and a statewide recession and reduction of federal funding. <br />Our leadership is committed to budgeting and including the $12,189 of local match into the upcoming department <br />budget It is much easier to find $12,189 in a small rural city's budgetthan it is to come up with the whole $121,897. With <br />FEMA's help we can implement this Wellness and Fitness program. Without FEMA's help, this proposed plan has litUe <br />chance to be implemented and carried out at a level to become NFPA approved. <br />(3) Cost-Benefit of Request <br />The benefits from the Paris Fire and Rescue WellnesslFitness Program are many. They include: <br />. Greater strength and stamina <br />. Weight reduction and / or control (maintenance) <br />. Lower cholesterol and blood pressure levels <br />. Decreased risk of death, injury, or disability from disease <br />. Heightened job performance and enjoyment from work <br />. Improved performance in physical activities <br />. Better posture and joint functioning <br />. Reduction of anxiety, stress, tension, and depression <br />. Increased energy, general vitality, and mental sharpness <br />. Enhanced self-esteem and self-image <br />. More restful and refreshing sleep <br />. Enhanced capacity to recover from strenuous and exhaustive work <br />. Increased tolerance for heat stress and more effective body cooling <br />. Improved mobifity, balance, and coordination <br />
