Regular City Council Meeting <br />March 8, 2004 <br />Page 2 <br />pocket parks. It is not a new idea for this region. She thought it would be a <br />place where people could sit and relax and it would look quite wonderful if the <br />City of Paris would take it and make it into a park and she asked the City <br />Council to consider this matter. Ms. Clark said it was her understanding that <br />Terry Townsend, Director of Public Works, had done a report which indicated <br />one of the walls needed work because of the fire. She did say that the Main <br />Street Group is interested in having it and when it is given to the city, the city <br />would be able to use prison labor to do most of the work. <br />Terry Townsend, Director of Public Works, came forward, advising that there <br />was a company, at one point in time after the fire, that the city asked to come <br />down and give a letter that commented that there were some bricks that would <br />be needed to be removed, and the brick that stuck up above the building <br />adjacent to it that all of that wall be removed because of the fear of the wall <br />falling, but that is as far as it ever got. <br />City Manager Malone recommended that the city have a structural engineer tell <br />the city if they needed to demolish the building or whether the walls can stand <br />as they are. <br />City Attorney Schenk said he is accustomed to the city council adopting a <br />resolution accepting the lots as a donation and the resolution would stipulate <br />the city as a tax exempt entity and this is a tax exempt gift. He did not have a <br />problem stipulating the value as stated in the Lamar County Appraisal <br />District’s records. Ms. Clark said there is another request that there be a plaque <br />marking the park in memory of Ted N. Brown. <br />After discussion, a motion was made by Councilman Bell directing city staff <br />to have a structural engineer look at the wall and report back to City Council. <br />The motion was seconded by Councilwoman Neeley and carried 7 ayes, 0 nays. <br />Resolution No. 2004-047, electing, pursuant to 42 U.S.C.
