Regular City Council Meeting <br />March 8, 2004 <br />Page 9 <br />the city to make sure they have the appropriate network. He said they do have <br />the hospital and they will do the best they can to make that work. <br />Councilwoman Neeley asked if the Council has to decide this tonight. Mr. <br />Anderson advised that there is a May 1, 2004 renewal date. Either insurance <br />company would like the plan and all the employees enrolled at a minimum of <br />30 days ahead of the start date. He advised they had a target enrollment <br />scheduled in two weeks whether insurance is continued with TML or changes <br />to someone else. It takes three to four days to go through that process and get <br />that information together and they still have to go back and input the data. That <br />will place them right up to that 30 days. Councilwoman Neeley asked if Mr. <br />Anderson’s office handles everything or do you sub that out. Mr. Anderson <br />said in terms of processing the claims, the Texas Municipal League does that <br />as part of their administration along with claim reviews, looking over billing, <br />and things of that nature. Mr. Anderson advised that what his office does is <br />enrollment, answer questions from the employees, and the bulk of the <br />administration falls on TML because the city is paying them to do that. <br />Councilman Guest asked if anyone else gave consideration for EPA? Mr. <br />Anderson said yes, they do because all first party administrators work pretty <br />much the same. Mr. Anderson advised that the only reason he said that TML <br />is the best is because their charge for doing the administration is the lowest <br />one; and the city does not have any processing problems. He said it is a matter <br />of policy and City Council can decide to go fully-funded or self-funded. <br />Mr. Anderson said that with self-funding the city is bearing more risk, but the <br />city stands to gain more if you bear more risk and with the fully-funded you are <br />going to know the cost up front. Mr. Anderson said he has a number from last <br />year on the stop loss coverage and the city is in the process of processing a <br />refund from the city’s stop loss carrier of about $118,000.00. <br />Councilman Guest asked the Mayor if it would be acceptable to entertain any <br />questions or concerns from other parties of the bid process as represented here <br />tonight.
