MINUTES OF THE CITY COUNCIL WORKSHOP MEETING <br />OF THE CITY OF PARIS, TEXAS <br />June 30, 2014 <br />The City Council of the City of Paris met for a workshop meeting at 5:30 p.m. on <br />Monday, June 30, 2014, at the City Council Chamber, 107 E. Kaufrnan, Paris, Texas. <br />Present: Mayor: Matt Frierson <br />Council Members: Aaron Jenkins; Billie Lancaster; Benny Plata; <br />Richard Grossnickle; Edwin Pickle; and <br />A.J. Hashmi <br />City Staff: John Godwin, City Manager; Kent McIlyar, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson, <br />Finance Director; Kent Klinkerman; EMS Director; <br />Alan Efrussy, Planning Director; Jerry McDaniel, <br />Public Works Director; Larry Wright, Fire Chief, <br />Doug Harris, Utilities Director; Priscilla McAnally, <br />Library Director; and Joey Sleeper, Building <br />Official <br />1. Call meeting to order. <br />Mayor Frierson called the meeting to order at 5:30 p.m. <br />2. Discuss operations plan. <br />City Manager John Godwin said he would be talking about items 2 -5 interchangeably. <br />He presented a ten year outline of staffing for each department. He informed the Council about <br />the 10 -year capital improvements program, the costs, and streets that needed to be addressed. <br />Council Member Hashmi said they had been discussing this for two years and that he would like <br />to see it on an agenda and a decision made. Mr. Godwin said in two weeks, staff would be <br />asking for $500,000 for engineering on the infrastructure project. Council Member Hashmi said <br />he did not have a problem with spending $500,000, as long as it was not spent on a study. Mr. <br />Godwin told the Council a bond would be paid off in 2015, the debt service would decrease, and <br />they would be able to sell bonds in the amount of 5 million dollars without increasing the tax <br />rate. Mr. Godwin said they may want to consider creation of a storm water utility district and <br />imposing a fee, which could only be spent for drainage. He also mentioned a road maintenance <br />fee and informed the Council that would have to be voted on by the citizens. Council Member <br />Plata asked about chip seal of some of the streets. Mr. Godwin said that was being done and that <br />it made the streets last longer, but at some point they had to replace entire streets. <br />Council Member Hashmi suggested looking at water re -use. Council Member Plata <br />inquired if the waste water treatment and water production departments shared maintenance <br />personnel. Utilities Director Doug Harris said they work together on major projects. Council <br />Member Plata asked why Mr. Harris was asking for two additional personnel and Mr. Harris said <br />it was because of the age of the equipment. He said he currently had two people per shift. <br />
