Ibs. <br />Test Period 4.73 113.19 1.63M 120.11 1.73M 6.59 .10M <br />Average <br /> <br />The average flow, BOD, TSS and NH3 of the wastewater system are well within the design <br /> <br />parameters of the City's wastewater treatment facilities. <br /> <br />c. <br /> <br />Determination of Customer Classes <br /> <br />The City has a special contract with Earthgrains with respect to wastewater discharge. <br /> <br />Earthgrains wastewater rate is not based on the total cost of service for the wastewater utility <br /> <br />since Earthgrains contributed up-front capital to reserve a certain capacity in the wastewater <br /> <br />treatment plant for future use. In order to recognize Earthgrains' contract with regard to the cost <br /> <br />of service and rate design study, Earthgrains' wastewater volumes were removed from the rate <br /> <br />calculation and their revenues were recognized as revenue offsets. These adjustments help to <br /> <br />prevent an overestimate of wastewater billing units and an underestimate ofrevenues. <br /> <br />For the purpose of distributing the total revenue requirement for the system, the wastewater <br /> <br />utility customers are divided into two classes: residential and commercial. For rate design <br /> <br />purposes, residential customers are assumed to discharge wastewater of normal system strength, <br /> <br />while commercial customers are assumed to discharge at slightly higher strengths based upon <br /> <br />industry standards.
