"Sec. 7-156. Ordinary maintenance. <br />Nothing in this ordinance should be construed to prevent ordinary <br />maintenance or repair of any exterior architectural feature of a property designated <br />as a landmark or within a historic overlay district. Ordinary maintenance shall be <br />defined as any work that does not constitute a change in design, material, color, <br />or outward appearance, and includes in-kind replacement or repair. Ordinary <br />maintenance sha11 also include the planting or replacing of grass, flowers, shrubs, <br />and trees. The director of community development shall be the officer in charge <br />of making the decisions as to what is ' ordinary maintenance'." <br />Section 3. That Chapter 7, Article VII, Section 7-157 of the Code of Ordinances of the <br />City of Paris, Paris, Texas, be, and the same is hereby, amended by adding a subparagraph (g) <br />thereto to read as follows: <br />"Sec. 7-157. Certificates of appropriateness. <br />(g) Expiration of certificate. A certificate of appropriateness sha11 expire six <br />(6) months from the date it is issued if the approved work has not commenced, <br />and it shall expire one (1) year from the date it is issued if the approved work has <br />not been completed. " <br />Section 4. That Chapter 7, Article VII, Section 7-160 of the Code of Ordinances of the <br />City of Paris, Paris, Texas, be, and the same is hereby, amended in its entirety to read as follows: <br />"Sec. 7-160. Initiation of process for designation of historic landmark or <br />district. <br />(a) Procedures. As set out herein, the procedure for adopting an ordinance <br />to establish or amend a historic landmark or district designation may be initiated <br />by the city council, the planning and zoning commission, the historic preservation <br />commission or by the owner(s) of property within the area of request. Upon <br />initiation of the procedure for designation, applications for a permit to place, <br />construct, alter, demolish, or remove any structure on the property sha11 follow the <br />procedures set forth herein for areas designated as historic districts, and shall <br />continue thereafter unless and until the City Council shall deny the proposed <br />designation. <br />(b) Standards for certificates of appropriateness in proposed districts. The <br />commission shall follow the United States Secretary of the Interior's formal written <br />Standards for the Rehabilitation of Historic Buildings in its consideration of all <br />Page 3 of 5 <br />
