DRAFT <br />Drug Task Force Firearms Sale Res <br />May 4, 2004 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, APPROVING AND AUTHORIZING THE REGIONAL <br />CONTROLLED SUBSTANCE APPREHENSION PROGRAM DRUG TASK <br />FORCE TO SOLICIT BIDS FOR THE COMPETITIVE SALE OF <br />FIREARMS AND OTHER WEAPONS CONFISCATED AS A RESULT OF <br />THE TASK FORCE' S DRUG INTERDICTION ACTIVITY; AUTHORIZING <br />THE SOLICITATION AND ACCEPTANCE OF COMPETITIVE BIDS <br />FROM LICENSED, REGISTERED FEDERAL FIREARMS DEALERS <br />ONLY; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the Regional Controlled Substance Apprehension Program Drug Task Force <br />(hereinafter referred to as the "Drug Task Force"), for which the City of Paris is the Project <br />Entity, by and through its drug interdiction activities, has lawfully confiscated and obtained <br />ownership of a number of firearms and other weapons; and, <br />WHEREAS, the aforesaid confiscated firearms and other weapons do not include those <br />firearms customarily involved in actual drug activity, such as the so-called infamous "Saturday <br />Night Specials", but rather consist of primarily high quality rifles and shot guns and a sma11 <br />number of high quality handguns along with knives and other weapons which were obtained by <br />their prior owners with the proceeds of or as a result of illicit drug activity; and, <br />WHEREAS, the aforesaid confiscated firearms and other weapons constitute a burden to <br />the Drug Task Force with regard to storage, security, and other associated problems; and, <br />WHEREAS, the Drug Task Force has sought input from the United States Alcohol, <br />Tobacco, and Firearms Agency (ATF) regarding the disposition of said confiscated goods, and <br />the ATF has recommended that such firearms and other weapons be auctioned as a group for <br />purchase by licensed, registered Federal Firearms Dealers; and, <br />WHEREAS, such method of divestiture to licensed, registered Federal Firearms Dealers <br />is necessary to avoid the requisite paper work which would be required for individual sales of said <br />firearms to individual purchasers, but such extensive paper work requirements are avoided by sale <br />of said weapons to licensed, registered, Federal Firearms Dealers; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COLTNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all <br />things approved. <br />
