MINUTES <br />SPECIAL MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />MONDAY AUGUST 11, 2014 <br />4.00 O'CLOCK P.M. <br />1. The meeting of the Historic Preservation Commission was called to order at 4:00 p.m. by Chair <br />Douglas Cox. <br />A. The following commissioners were present: Chair Douglas Cox, Vice Chair <br />Michael Glatfelter, Cindy Allcorn, Sherrie Holbert, and Ruth Ann Alsobrook. <br />B. Lauri Redus and Beatrice Ardila were absent. <br />C. Staff also present: Joey Sleeper, Historic Preservation Officer; Cheri Bedford, <br />Main Street Manager; Robert Talley, Code Enforcement Supervisor <br />2. Approval of minutes from previous meeting. (July 28, 2014) <br />Motion was made by Commissioner Alsobrook and seconded by Vice Chair Glatfelter <br />to approve the minutes as written. The motion carried 5 -0. <br />3. Consideration of and action on the following Certificates of Appropriateness: <br />A. Mural, 255 1St SW, August Hunt <br />B. Mural, 130A/136 Bonham St., August Hunt <br />Chair Cox introduced the items and called the applicant, August Hunt. Mr. Hunt <br />explained that he intended to obtain photographs from the A.M. and Welma Aikin <br />Regional Archives and enlarge them to install as murals, and that the enlarged <br />photographs will be attached to the walls of the subject properties with an adhesive <br />and then coated with the same adhesive for protection. Mr. Hunt presented <br />photographs proposed to be installed at the subject property. Vice Chair Glatfelter <br />asked if all of the photographs were relevant to the history and culture of Paris and if <br />the murals would be made ofpaper. The applicant answered that the photographs were <br />taken in Paris and about people and places in Paris. He further answered that the <br />murals were paper and would be adhered by a protective adhesive and then coated by <br />the same adhesive. Chair Cox asked if the applicant had received permission from the <br />property owners, which Mr. Hunt answered that he had received permission from both <br />property owners. Commissioner Alsobrook asked the applicant why he chose these <br />buildings. Mr. Hunt answered that he chose them because he felt the murals would help <br />make the buildings more attractive and give them more character. Chair Cox asked <br />why the applicant chose the downtown district instead of another area in the city, and <br />the applicant answered that he wanted to install the murals in the downtown district <br />because he grew up in the downtown area. Vice Chair Glatfelter stated that he was not <br />in favor of the proposed murals because they resemble billboards and not appropriate <br />for the historic district. Commissioner Holbert stated that she felt the murals were <br />artwork and appropriate for the downtown district because they could help revitalize <br />the district. Commissioner Alsobrook stated that she felt the murals were artwork and <br />
