MINUTES OF THE CITY COUNCIL SPECIAL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 18, 2014 <br />The City Council of the City of Paris met for a special meeting at 5:00 p.m. on Monday, <br />August 18, 2014, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: Matt Frierson <br />Council Members: Aaron Jenkins; Billie Lancaster; Benny Plata; <br />Richard Grossnickle; and Edwin Pickle; <br />City Staff: John Godwin, City Manager; Kent McIlyar, City <br />Attorney; Janice Ellis, City Clerk; and Shawn <br />Napier, City Engineer <br />Absent: Council Member: A.J. Hashmi <br />1. Call meeting to order. <br />Mayor Frierson called the meeting to order at 5:00 p.m. <br />2. Consider and act on an amendment to an existing contract with B. Bray Construction Co., <br />Inc. to reconstruct utility lines damages and relocated due to TXDOT railroad grade <br />improvement on South Church Street. <br />City Manager John Godwin explained that TXDOT hired a contractor to work on the <br />railroad crossing on Church Street and they did damage to the City's water, sewer and storm <br />sewer lines. Mr. Godwin said the current utilities do not meet the current railroad clearance <br />requirement. He said in order for the new railroad tracks to be installed the old lines must be <br />replaced. Mr. Godwin said this needs to be fixed and recommended fronting the money and then <br />recoup the expense from TXDOT. Mr. Godwin told the City Council that Contract A of the <br />2013 Water and Sewer Capital Improvement Program was awarded to B. Bray Construction in <br />the amount of $1,867,769 and that the project was ahead of schedule and under budget. Mr. <br />Godwin recommended authorizing a change order to Contract A in the amount of $93,000 and <br />allowing Mr. Bray to get this work done. He said Mr. Bray would be pretty much doing this for <br />cost. <br />A Motion to authorize change order #1 to Contract A in the amount of $93,000 was made <br />by Council Member Pickle and seconded by Council Member Lancaster. Motion carried, 6 ayes <br />— 0 nays. <br />
