RESOLUTION NO. 2014 -028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A PROCLAMATION DECLARING THE MONTH OF SEPTEMBER AS FAIR HOUSING MONTH; DESIGNATING AUTHORIZED SIGNATORIES FOR THE TEXAS COMMUNITY DEVELOPMENT PROGRAM; DESIGNATING A FAIR HOUSING /EQUAL OPPORTUNITY /SECTION 504 STANDARDS OFFICER FOR THE CITY OF PARIS, TEXAS AS REQUIRED BY TEXAS CAPITAL FUND CONTRACT NUMBER 713272; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Paris Texas has received a Texas Capital Fund Grant award Number 713272 to provide sidewalk and lighting improvements in our downtown Main street business district in an attempt to eliminate slum and blighted conditions in this area; and WHEREAS, the City Council of the City of Paris supports Title VIII of the Civil Rights Act of 1968, popularly known as the Federal Fair Housing Act, which prohibits discrimination in housing; and, WHEREAS, the Mayor of the City of Paris has executed a Proclamation proclaiming the month of September as "Fair Housing Month" in the City of Paris which is attached hereto as Exhibit "A "; and, WHEREAS, the City Council hereby designates John Godwin, City Manager and Gene Anderson, Finance Director as authorized signatories for the City of Paris, Texas as indicated on the Texas Community development Program Depository /Authorized Signatories Designation Form attached hereto as Exhibit "B "; and WHEREAS, the City Council of the City of Paris, Texas hereby appoints the City Manager, John Godwin as the Fair Housing /Equal Opportunity /Section 504 Standards Officer for the City of Paris, Texas as indicated on the Designation Form for Section 504 and Equal Opportunity /Fair Housing Officer form attached hereto as Exhibit "C "; and WHEREAS, the City Council hereby finds that it is in the best interests of the City of Paris and its citizens that the City Council provide the documents in the attached exhibits to comply with the requirements of the Texas Capital Fund Contract Number 713272; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the Proclamation proclaiming September as "Fair Housing Month" in the City of Paris in the form shown in Exhibit "A" attached hereto, be, and the same is hereby, approved.
