"Wastewater discharge permit. A permit issued by the City to a specific user to <br />discharge wastewater to the sanitary sewer in accordance with the terms and <br />conditions of these ordinances. (Same as "wastewater contribution permit"). <br />"Wastewater facilities. All facilities for collection, pumping, treating, and <br />disposing of wastewater and industrial wastes. <br />"Wastewater treatment plant. Facilities, devices and structures for receiving, <br />treatment and disposing of wastewater, industrial wastes and sludges from the sewer <br />system. <br />"Waters of the state. Same as the definition for "receiving waters". <br />"Words, terms, or expressions peculiar to the art or science of sewage not <br />hereinabove defined shall have the respective meanings given in glossary, water and <br />wastewater control engineering, published in 1981, prepared by a joint committee <br />representing American Public Health Association, American Society of Civil <br />Engineers, American Water Works Association and the Water Pollution Control <br />Federation. <br />(Ord. Prior user rights. <br />"(a) A user contributing wastewater and/or wastes to the POTW prior to the <br />effective date of this article may continue to do so without penalty so long as he <br />complies with the following: <br />"(1) No increase in the quantity or decrease in the quality of the discharge <br />will be allowed without written permission of the supervisor; <br />"(2) Prior to the effective date of this article, the user must have <br />contributed waste to the POTW for a minimum of eighteen (18) <br />months; <br />"(3) A wastewater contribution permit is applied for and granted within <br />one hundred fifty (150) days after the effective date of this article. <br />(Ord. Industrial advisory committee. <br />"The city council may appoint an industrial advisory committee to proposed <br />changes or review proposed changes in the Sewer Use Ordinance.
