the problem has been corrected. Sampling may be done by the user, City or contract <br />personnel at the discretion of the City. All regular sampling and analysis costs set <br />forth above shall be paid by the user. <br />"If sampling performed by the user indicates a violation, the user shall notify the <br />City within twenty-four (24) hours of becoming aware of the violation. The user <br />shall then resample and report the sampling and analysis and submit the results to the <br />City within thirty (30) days of becoming aware of the violation. The user is not <br />required to resample if <br />"(1) Routine sampling is performed by the user at a frequency of at least <br />once per month and the routine resampling will be done and results <br />received within the thirty-day period of becoming aware of the <br />violation. <br />"(2) The city performs sampling of the user's discharge between the time <br />when the user performed the initial sampling and the time the user <br />receives the results of this sampling and becomes aware of the <br />violation. <br />"(b) The supervisor may at his discretion: <br />"(1) Have the user sample his discharge and have analysis done at a <br />mutually agreeable laboratory; <br />"(2) Sample and send to a competent commercial or private laboratory for <br />analysis. <br />"(c) Any necessary quality assurance for pretreatment sampling and analysis <br />shall be consistent with those of 40 CFR 136 "Guidelines for establishing test <br />procedures for the analysis of pollutants," et seq. <br />(Ord. No. 92-029, § 1, 7-13-92) <br />"Sec. 34-74. Monitoring facilities. <br />"(a) The City may require to be provided and operated at the user's own cost and <br />expense monitoring facilities to allow inspection, sampling, and flow measurement <br />or any combination of these based upon the significance of the waste water discharge <br />as determined by the City. The monitoring facility should normally be located on the <br />user's premises; however, when such location would be impractical or cause undue <br />hardship on the user, the City may allow the construction of the facility in the public <br />street or sidewalk area in a location that will not be obstructed by landscaping or <br />parked vehicles. The above shall apply to both old and new users when monitoring <br />facilities are necessary. <br />"(b) Whether constructed on public or private property, the sampling and <br />monitoring facilities shall be provided in accordance with the City's requirements <br />and all applicable local construction standards and specifications.
