"Sec. 34-52. Ob j ectives. <br />"(a) The objectives of this article are: <br />"(1) To provide for the orderly functioning of the POTW: <br />"(2) To provide control of construction and use of the city sewer system; <br />"(3) To prevent the introduction of pollutants into the city wastewater <br />system which will interfere with the operation of the system or <br />contaminate the resulting sludge; <br />"(4) To prevent the introduction of pollutants into the municipal wastewater <br />system which will pass through the system, inadequately treated, into <br />the receiving waters or the atmosphere or otherwise be incompatible <br />with the system; <br />"(5) To improve the opportunity to recycle and reclaim wastewater and <br />sludges from the system; and, <br />"(6) To provide for the equitable distribution of the cost of the municipal <br />wastewater system. <br />"(7) To prevent the introduction of pollutants into or adjacent to the waters <br />of the State of Texas within the City and its jurisdiction. <br />"(8) To monitor and regulate the generation and disposal of industrial and <br />hazardous wastes. <br />"(9) To prevent the disposal of wastes within the City and its jurisdiction <br />in a manner which causes a hazard to human health or the environment <br />or creates a public nuisance. <br />"(b) It is the intent of the city to provide needed sewer service to all users while <br />meeting the out-lined objectives. This article provides the structure under which the <br />service will be provided for certain types of non-domestic wastes, domestic wastes and <br />industrial wastes, so that the POTW and the environment are protected and the POTW <br />can continue to provide efficiently for the waste treatment needs of the City. <br />(Ord. Abbreviations. <br />The following abbreviations used in this article shall have the designated <br />meanings: <br />BODS - Five (5) Day Biochemical Oxygen Demand. <br />CERCLA - Comprehensive Environmental Response, Compensation, and <br />Liability Act. <br />
