"3. Vehicle shall be equipped for safe operation and possess a <br />valid state inspection sticker. <br />"4. Vehicle shall have a single tank as an integral portion of the <br />vehicle to transport wastes. Portable tanks or other containers <br />temporarily installed in or on vehicles are prohibited. <br />"5. Piping, valves, and connectors shall be permanently attached <br />to tank and/or vehicle. <br />"6. Tank shall be liquid tight. <br />"7. Tank to be constructed so that every interior and exterior <br />portion can be cleaned. <br />"8. Piping, valves and connectors shall be accessible and easy to <br />clean. <br />"9. Inlet or opening of tank to be constructed so that collected <br />waste will not spill during filling, transport, or transfer. <br />"10. Outlet connections to be constructed so that no waste will <br />leak, run, or spill out of the vehicle. <br />Outlets to be of a design and type suitable for the waste <br />handled and capable of controlling flow or discharge <br />without spillage or undue spray on or flooding of <br />immediate surroundings while in use. <br />"12. Pumps, valves, cylinders, diaphragms and other <br />appurtenances to be of a design and type suitable for the <br />type of waste being handled, capable of operation without <br />spillage, spray, or leakage, and capable of being easily <br />disassembled for cleaning. <br />"c. Submit to the City with the application, a photocopy of the <br />driver's license of the manager. <br />"d. Specify to the City which disposal site or sites are to be used. <br />"(2) Permit issuance, duration and fees. Upon payment of the fee required <br />in section 34-13 1 (c)(6), and demonstration by the applicant that he <br />has adequate and proper equipment and sufficient knowledge of <br />tanks, traps, and sewage disposal systems to perform the services <br />contemplated in a safe and competent manner, the City shall issue a <br />permit to haul non-hazardous wastes. <br />42 <br />
