MINUTES OF THE CITY COUNCIL SPECIAL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />September 18, 2014 <br />The City Council of the City of Paris met for a special meeting at 5:10 p.m. on Monday, <br />September 18, 2014, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: Matt Frierson <br />Council Members: Aaron Jenkins; Billie Lancaster; Benny Plata; <br />Richard Grossnickle; Edwin Pickle; and A.J. <br />Hashmi <br />City Staff. John Godwin, City Manager; Kent McIlyar, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson, <br />Finance Director; Shawn Napier, City Engineer; <br />Jerry McDaniel, Public Works Director; and Doug <br />Harris, Utilities Director <br />Call meeting to order. <br />Mayor Frierson called the meeting to order at 5:15 p.m. <br />2. Conduct the second public hearing on the City's proposal to increase tax revenues from <br />the preceding tax year and to set the tax rate for 2014. <br />Mayor Frierson opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Frierson closed the public <br />hearing. <br />3. Discuss relief for 4 downtown owners for temporary removal of electric power lines, so <br />that repairs to buildings can progress safely. Pursue reimbursement from Texas Utilities <br />and Oncor. Discuss and take action. <br />A Motion to remove this item from the table was made by Council Member Lancaster <br />and seconded by Council Member Jenkins. Motion carried, 6 ayes — 0 nays. <br />Council Member Lancaster asked Oncor representative David Collier if he would explain <br />to Council the outcome of discussions. Mr. Collier said Oncor looked at several different <br />scenarios and the best solution was to move the major line and transformers to the east side of <br />First Street and have a secondary line run to needed businesses. He said this would a permanent <br />fix and would cost the four businesses a combined total of $4,220.32. Council Member <br />Lancaster confirmed with Mr. Collier that this solution would remove the arc and eliminate the <br />safety issue. <br />Council Member Hashmi arrived to the meeting at 5:18 p.m. Council Member Pickle <br />inquired if Richard Hunt had applied for a grant with the City and Mr. Godwin said the City had <br />not received an application from Mr. Hunt. Mr. Hunt said he thought Oncor should pay the <br />
