Owner: Joyce Freeman 2211 E Polk Paris, TX 75460 <br />No back taxes owed <br />Robert Talley stated looking at the pictures you can see junk and rubbish <br />throughout the back and side yard and inside the house. Also, the home has <br />foundation issues, with missing and deteriorated wood. Looking inside the front <br />door you can see the structure is unsecure, broken windows, the electrical panel is <br />missing wiring, and the water heater has plumbing issues. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Joyce Freeman was present. Mrs. Freeman's current address is 2211 E Polk Paris, <br />TX 75460. Mrs. Freeman stated that the junk and rubbish was from her tenant and <br />she was not aware of the issue. She stated that she broke one of the windows <br />when she saw the mess that was left. Mrs. Freeman further stated one of the guys <br />that works for her install a water heater and she was not aware of the mess the <br />gentleman made. Mrs. Freeman stated the house doesn't have any foundation <br />problems and she has it rented out already if she can get it back into shape. Sally <br />McEwin asked what sort of time frame was Mrs. Freeman asking for. Mrs. <br />Freeman stated she could have it ready in 30 to 60 days. Johnny Norris asked <br />Robert Talley what was his main concern with the property. Mr. Talley stated that <br />the fact the structure was not secure, deterioration at the back of the structure, <br />junk and rubbish. Mrs. Freeman stated the property is secure now she was not <br />aware the doors were open at the time. Mr. Talley stated to make sure she <br />received permits before she does any work. <br />Motion was made by Sally McEwin, seconded by Wendell Moore to allow <br />Joyce Freeman 60 days to secure and repair property structure.
