Chad Lindsey <br />stated his concern is that the property is unsecure and Mr. Talley stated the only <br />thing that is unsecure is the missing window. Chad Lindsey asked if we could <br />make a motion to secure the structure in 10 day and repair in 90 day and Mr. <br />Talley stated yes that's possible. Johnny Norris asked where does that put us with <br />Mrs. Harris concern if we recommend repair in 90 days then repairs are not done <br />and an individual is living there. Mrs. Harris stated if they are paying rent and <br />have a lease agreement she doesn't think this commission has any authority to <br />make them vacate the property. Mr. Norris asked if they could table the item till <br />the next meeting. Mrs. Harris stated you can do that but you won't gain anything <br />from it and they can still rent the property. Mrs. McEwin wants to make a motion <br />to demolish the structure because we have seen people move into a home without <br />utilities before. Mr. Talley stated with that being said the letter we sent was for <br />repair not to demolish so if that's the recommendation from the commission could <br />we say 30 days to repair and if she hasn't done anything then send a letter to <br />demolish. Mrs. Harris stated we need to give notice for a demolition. <br />Robert Talley presented a new recommendation to secure in 10 day and to repair <br />within 30 days or it will be brought back to the commission. <br />Motion was made by Sally McEwin, seconded by Chad Lindsey to accept <br />Robert Talley's second recommendation. Mr. Talley have <br />tried to contact her by phone but no response has been made. Code Enforcement <br />and Animal Control have worked this property numerous times and when <br />working these cases the house had no floors and was in rough shape. Due to the <br />grass being so high you can't really see how badly the condition of the home. <br />What you can see is the roof has holes and rafters are starting to protrude out <br />which possible means there is a foundation issue. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Sally McEwin asked if she has ever reimbursed the city for the work that's been <br />done and Mr. Talley stated he didn't believe so but he is not sure.
