Regular Council Meeting <br />October 13, 2014 <br />Page 4 <br />some misuse, questionable use and that she certainly wanted to put that back on the City Council. <br />She said it would take some time, but then maybe things that happened in the past would not <br />happen in the future. Council Member Lancaster recommended that they make changes which <br />would include the City Council receiving more detail as to what was going on. She said she did <br />not mind taking the time and it was important. <br />Council Member Pickle said two weeks ago that he, Janice Ellis, Shannon Barrentine, <br />Rebecca Clifford and Don Wilson went to visit the Kilgore and Tyler EDCs and it was very <br />informative. He said he thought the group came back with a lot of information, which he <br />provided to the mayor and city manager. Council Member Pickle informed the City Council that <br />the KEDC enters into an annual contract with the City of Kilgore and the employees of the <br />KEDC are employees of the City. He said the PEDC Board continues to make recommendations <br />and he did not want to diminish the responsibility of the PEDC but thought there needed to be <br />better controls. Council Member Pickle said the financial part of it could go through Finance <br />Director Gene Anderson. He also said the City Council needs to make good decisions as to who <br />they place on the Board. Council Member Pickle said the PEDC had not met yet about this <br />information and asked that any action be deferred. <br />12. Convene into Executive Session pursuant to Section 551.071 of the Texas Government <br />Code, Consultation with Attorney, to receive legal advice from the City Attorney about <br />pending or contemplated litigation and /or on matters in which the duty of an attorney to <br />his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of <br />Texas, clearly conflict with this chapter, as follows: <br />• Claim for reimbursement of health insurance premiums <br />• Paris Warehouse 107, Inc. Tax Abatement Agreement. <br />Mayor Frierson convened City Council into executive session at 5:59 p.m. <br />13. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Frierson reconvened City Council into open session at 6:22 p.m. and stated that <br />the city attorney had given the Council an update on the two posted items. <br />14. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004 -081. <br />Mayor Frierson invited everyone to attend the Festival of Pumpkins, which is scheduled <br />for Saturday, October 25 in downtown. Council Member Pickle encouraged everyone to <br />participate in the ongoing United Way Campaign. <br />
