ORDINANCE NO. 2014-022 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 31 -65 OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; CHANGING THE TIMES OF SCHOOL ZONE ON STONE AVENUE AND STILLHOUSE ROAD MONDAY THROUGH FRIDAY DURING THE HOURS OF 3:00 P.M. AND 3:50 P.M. ON DAYS WHEN SCHOOL IS IN SESSION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING FOR A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Traffic Commission at its regular meeting of October 7, 2014, considered a request to change the time of the afternoon school speed zones on Stone Avenue and Stillhouse Road from the current times of 3:10 p.m. to 4:05 p.m. to 3:00 p.m. - 3:50 p.m.; and WHEREAS, The Traffic Commission voted 4 -0 to recommend the school speed zone afternoon hours on Stone Avenue and Stillhouse Road be changed to 3:00 p.m. - 3:50 p.m. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That the Traffic Control Map adopted in Section 31-65(b) of the Code of Ordinances of the City of Paris, Texas, be, and the same is hereby, amended to include an afternoon time change as follows: "change the time of the afternoon school speed zones on Stone Avenue and Stillhouse Road from the current times of 3:10 p.m. to 4:05 p.m. to 3:00 p.m. - 3:50 p.m. when school is in session." Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict with the provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the City of Paris not in conflict with the provisions of this ordinance shall remain in full force and effect. Section 4. That the repeal of any ordinance or part of ordinances affected by the enactment of this ordinance shall not be construed as abandoning any action now pending under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any penalty accruing or to accrue, or as affecting any rights of the municipality under any section or provisions of any ordinance at the time of passage of this ordinance.
