RESOLUTION NO. 2014 -037 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, SUPPORTING THE TEXAS DEPARTMENT OF TRANSPORTATION RECOMMENDATION TO CLOSE THE EXISTING CROSSOVER AT THE 5000 BLOCK SOUTH EAST LOOP 286 DUE TO SAFETY CONCERNS AND INJURY ACCIDENTS AND INSTALL A CROSSOVER APPROXIMATELY 550' SOUTH OF THE CURRENT CROSSOVER; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, in a regular meeting on October 8, 2012 the City Council requested TXDOT to conduct a safety study of the crossover in the 5000 block of SE Loop 286. From 2010 until October 8, 2014 there have been 15 accidents at the crossover involving 13 injuries and 0 fatalities; and WHEREAS, after completing the safety study a preliminary plan to close.the crossover and install a turnaround lane for southbound traffic approximately 550' south of current crossover was presented by TXDOT to the City Engineer. The City Engineer forwarded recommendation to the Traffic Commission; and WHEREAS, On October 8, 2014 the Traffic Commission reviewed the TXDOT plan and members voted 5 -0 to recommend City Council consider approving the TXDOT recommendation and request TXDOT proceed with plans to close the crossover and install the southbound turnaround lane approximately 550' south of the current crossover; and WHEREAS, this is a TXDOT funded project with a possible impact on current city budget of approximately $500.00 to remove crepe myrtles in median if needed; and WHEREAS, the Traffic Commission recommends that the City Council consider closing the crossover in the 5000 block of SE Loop 286 and install the southbound turnaround lane approximately 550' south of the current crossover. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris concurs with the recommendations of the Traffic Commission of the City of Paris and, and hereby instructs the Paris City Manager to formally request that TXDOT close the existing crossover at the 5000 block SE Loop 286 due to continued safety issues and install a new crossover approximately 550' south of the current crossover.
