ORDINANCE NO. 2014 -027 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ADDING A NEW SECTION 12 -5, SENIORITY PAY TO CHAPTER 12 ARTICLE 1, FIRE PREVENTION AND PROTECTION, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS AUTHORIZING SENIORITY STEP PAY FOR FIRE FIGHTERS OF THE CITY OF PARIS; AND OTHER MATTERS RELATED TO THE SAME; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the Fire Fighters of the Paris Fire Department are employed under a Civil Service System set out under Chapter 143 of the Texas Local Government code; and, WHEREAS, Section 143.041 of said Chapter 143 of the Local Government Code authorizes the governing body of a municipality to provide additional compensation to fire fighters based on longevity or seniority with the department; and WHEREAS, the City Council of the City of Parris approved a budget for FY 2014 -2015 which included seniority pay for fire fighters and police officers employed by the City of Paris, Texas; and WHEREAS, the City Council hereby approves a schedule of seniority pay for Fire Fighters, Driver /Engineers, Captains, Deputy Chiefs and the Fire Marshal as provided herein. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That a new Section 12 -5 "Seniority Pay' is hereby added to Chapter 12, Article I of the Code of Ordinances of the City of Paris, Texas, to read in its entirety as follows: "Sec. 12 -5. Seniority Pay. (a) Members of the Paris Fire Department below the rank of chief shall be entitled to receive seniority pay, based on their rank and years of service in that rank with the Paris Fire Department. The seniority pay will be in addition to each Fire Fighter's base pay as follows: (b) All Paris Fire Department civil service employees of the rank of Fire Fighter shall receive seniority pay in addition to their base pay calculated on their years of service with the Paris Fire Department at the Fire Fighter Rank, as follows:
