Motion was made by John Lee, seconded by Billy Trenado to approve the petition. Motion <br />carried 4 -0. <br />4. Public hearing and consideration of and action on the petition of MTG Engineers & <br />Surveyors on behalf of David Robinson for a change in zoning from a Agriculture District <br />(A) to a Commercial District (C) on Part of Lot 7, City Block 318, being located in the <br />3100 Block off .E. Loop 286. <br />Public hearing was declared open. <br />A. One individual spoke in favor of the petition. <br />David Williams, MTG Engineering & Surveyors of Texarkana, Texas spoke in <br />favor of the petition. Mr. Williams stated he was looking for approval on the zoning <br />change to start the development process for a Wendy's restaurant to be located at <br />this location. <br />B. One individual spoke neither for nor against the petition. <br />Richard Grossnickle, 1815 34b Street N.E. Paris, Texas has concerns about the <br />drainage issues on the property. Mr. Napier stated these issues will be addressed <br />during the platting process. <br />C. No one spoke in opposition. <br />Public hearing was declared closed. <br />Motion was made by John Lee, seconded by Billy Trenado to approve the petition. Consideration of and action on the Preliminary Plat of Lot I & 2, Block A, Robinson 318 -7 <br />Addition, located in the 3100 Block off .E. Loop 286 <br />Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by <br />James Price, seconded by Billy Trenado to approve the preliminary plat, subject to the City <br />Engineer's recommendations. Motion carried 3 -0. <br />Motion was made by James Price, seconded by Billy Trenado for Holland Harper to return <br />to the meeting. Motion carried 3 -0. <br />
