Item No. 14 memorandum TO: City Council John Godwin, City Manager FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development SUBJECT: CHANGE ORDER #1 FOR THE 2014 DOWNTOWN SIDEWALK REPLACMENT PROJECT - TEXAS CAPITAL FUND CONTRACT NO. 713272 DATE: January 5, 2015 BACKGROUND: The City Council awarded a contract to SimWick Contractors at the October 13, 2014 meeting in the amount of $122,183.89. The City of Paris was awarded a $150,000 Texas Capital Fund grant which included an additional $45,000 match from the City, for a total grant amount of $195,000. This project is to replace the broken sidewalks on both sides of S. Main Street between Clarksville and Kaufman Streets, the south side of Lamar Avenue between 1 st and Church Streets and the east side of NW 1 st Street between Bonham and Houston Streets. The City of Paris awarded a professional services contract to Birkhoff, Hendricks & Carter in the amount of $26,100 and an administration contract to Kim Lacey in the amount of $15,000 at the June 9th City Council meeting. Six street lights are needed for the project in the amount of $18,688.38. The total amount of the lights, two services contracts and construction contract comes to $181,972.27. STATUS OF ISSUE: Two additional areas are proposed for sidewalk replacement. The first is the Northeast corner of Church and Clarksville Street intersection that is missing a handicap ramp. The second area is on 1St Street SW on the east side in front of Priest's Emporiums building. The Change order proposes to add an additional $12,958.00 to the contract and add an additional 50 working days. The additional time is due to the holidays and delays in receiving the street lights ordered by the City. The new construction contract amount would be $135,141.89 if approved. The overall project cost would be $194,930.27. BUDGET: This project will be funded from the $150,000 Texas Capital Fund Grant and $45,000 from the 2014 -2015 City of Paris budget. The budget for the project is $195,000. RECOMMENDATION: Approve change order #1 for the 2014 Texas Capital Fund sidewalk replacement project.
