Item No. 23 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: WATER & SEWER LINE REPLACEMENTS <br />DATE: January 6, 2015 <br />BACKGROUND: Contract A ($1,867,769) was completed by B. Bray Construction in 2014, <br />within budget and on time. <br />Contract B1 is underway. Water line replacement on Maple is almost done; we saved over <br />$10,000 there by moving part of the water line out of the road. The contractor has been clearing <br />the easement for the sewer line replacement from Bonham to the Battles lift station (outside the <br />NW Loop), and is trying to get started on Houston Street at the West Loop (water and <br />sewer). We have encountered a problem manhole (6 -8 inches higher than the upstream man- <br />hole) that needs to be replaced with an additional 150 -feet of pipe. <br />At the October council meeting, staff and AECOM recommended adding bid alternates totaling <br />$42,250 to help improve road conditions on three BI streets after utility work is complete, and <br />the council approved those additive alternates. At that same council meeting we advised the <br />council that some future projects, especially Pine Bluff, would require more extensive road work <br />due to the expansive water and sewer work that may make the roadway irreparable. The council <br />concurred and we proceeded on that basis. <br />STATUS OF ISSUE: The single large project, which includes much of downtown and work in <br />the eastern areas of the city, and estimated at approximately $22 million, should be bid in March. <br />We have delayed completing design of needed improvements to the southeast lift station project <br />due to lack of final information on the Paris Lakes development; plans are at 90 %, but may have <br />to be changed. <br />BUDGET: Funds are budgeted. <br />RECOMMENDATION: Discussion only. <br />
