Discuss, conduct a public hearing and act on ORDINANCE NO. 2014 -028: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOTS 1 THROUGH 4, CITY <br />BLOCK A, OF THE EAST PARK ADDITION, BEING LOCATED IN THE 900 <br />BLOCK OF CLEMENT ROAD, IN THE CITY OF PARIS, LAMAR COUNTY, <br />TEXAS, FROM A ONE - FAMILY DWELLING DISTRICT NO.3 (SF -3) TO A <br />COMMERCIAL DISTRICT (C); DIRECTING A CHANGE ACCORDINGLY IN THE <br />OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Planning Director Alan Efrussy explained that if the property was rezoned the applicant <br />was going to sell the property to Mr. Jason Taylor and Mr. Dane Johnson, who planned to <br />establish a wholesale supply company with a small showroom area. Mr. Efrussy further <br />explained the Future Land Use Plan allowed for this designation. He said the Commission <br />unanimously recommended approval of this zoning change. <br />Mayor Frierson opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Frierson closed the public <br />hearing. <br />A Motion to approve the zoning change was made by Council Member Hashmi and <br />seconded by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />18. Discuss, conduct a public hearing and act on ORDINANCE NO. 2014 -029: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />DESIGNATING A CERTAIN AREA WITHIN THE CITY OF PARIS, TEXAS, MORE <br />PARTICULARLY DESCRIBED IN EXHIBIT "A" ATTACHED HERETO, AS <br />REINVESTMENT ZONE NO. 2014 -1 FOR TAX ABATEMENT; DESCRIBING THE <br />BOUNDARIES THEREOF; ORDAINING OTHER MATTERS RELATED THERETO <br />AND PROVIDING AN EFFECTIVE DATE. <br />City Attorney Kent McIlyar explained this ordinance was a proposing a reinvestment <br />zone for 40 acres on the South East Loop. He further explained that a reinvestment zone was an <br />area established and defined by boundaries and was a tool to encourage development and was <br />being brought forward under Texas Code Section 312.02. <br />
