Discuss, conduct a public hearing and act on ORDINANCE NO. 2014 -028: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOTS 1 THROUGH 4, CITY BLOCK A, OF THE EAST PARK ADDITION, BEING LOCATED IN THE 900 BLOCK OF CLEMENT ROAD, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A ONE - FAMILY DWELLING DISTRICT NO.3 (SF -3) TO A COMMERCIAL DISTRICT (C); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Planning Director Alan Efrussy explained that if the property was rezoned the applicant was going to sell the property to Mr. Jason Taylor and Mr. Dane Johnson, who planned to establish a wholesale supply company with a small showroom area. Mr. Efrussy further explained the Future Land Use Plan allowed for this designation. He said the Commission unanimously recommended approval of this zoning change. Mayor Frierson opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. With no one speaking, Mayor Frierson closed the public hearing. A Motion to approve the zoning change was made by Council Member Hashmi and seconded by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. 18. Discuss, conduct a public hearing and act on ORDINANCE NO. 2014 -029: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, DESIGNATING A CERTAIN AREA WITHIN THE CITY OF PARIS, TEXAS, MORE PARTICULARLY DESCRIBED IN EXHIBIT "A" ATTACHED HERETO, AS REINVESTMENT ZONE NO. 2014 -1 FOR TAX ABATEMENT; DESCRIBING THE BOUNDARIES THEREOF; ORDAINING OTHER MATTERS RELATED THERETO AND PROVIDING AN EFFECTIVE DATE. City Attorney Kent McIlyar explained this ordinance was a proposing a reinvestment zone for 40 acres on the South East Loop. He further explained that a reinvestment zone was an area established and defined by boundaries and was a tool to encourage development and was being brought forward under Texas Code Section 312.02.
