Item No. 11 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Denene Johnson, Administrative Assistant <br />SUBJECT: TDHA HOME RESERVATION SYSTEM PROGRAM <br />DATE: January 20, 2015 <br />BACKGROUND: The City currently is a participant in the Texas Department of Housing and <br />Community Affairs HOME Reservation System Program. The Reservation system is a funding <br />pool the agency reserves for all entities that have an agreement to participate. Funds are accessed <br />based on eligible applications received until the funding is depleted. <br />The program is designed to assist qualified single- family households with rehabilitation or <br />reconstruction of their existing homes. Applicants are screened for: a clear title to the property, <br />verification of income (must be low /moderate), and level of need for the property (rehabilitation <br />vs. reconstruction). <br />The current contract has been able to assist with the demolition and reconstruction of nine <br />dilapidated homes within the City. <br />STATUS OF ISSUE: Continued participation in the HOME HRA program requires a resolution <br />authorizing the submission of an application to the Texas Department of Housing and <br />Community Affairs and designating John Godwin as the City's Chief Executive Officer and <br />Authorized Representative in connection with and participation in this program. <br />BUDGET: Match requirements are currently waived for the program. <br />RECOMMENDATION: Approve attached resolution <br />
