MINUTES OF THE COMMITTEE TO STUDY SMOKING REGULATIONS <br />May 23, 1994 <br />The Committee to study smoking regulations met in Special Session, <br />Monday, May 23, 1994, 5:30 P. M., City Council Chambers, City Hall, <br />Paris, Texas. Chairman Don Shelton called the meeting to order with <br />the following members present: Councilman John Bell and Councilwoman <br />Millie Ingram McDonald. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />City Manager Malone called for discussion of smoking regulations. <br />City Attorney Haynes presented the Committee with two proposed <br />ordinances, Draft #1 amends by revising Section 17 -48, 17 -50, and 17 -51 <br />of the current No Smoking Ordinance providing for No. Smoking in City <br />Vehicles, and Draft #2, providing that the Code of Ordinance be amended <br />by adding Article IV of Chapter 17 of said code; providing for <br />businesses to determine their own Smoking Policies; providing <br />enforcement for smoking policies already in place at businesses; <br />providing for adequate ventilation in designated smoking areas; <br />providing for proper posting of signs; providing for regulations of <br />smoking in the workplace, and providing for a penalty not to exceed <br />$1,000. <br />City Attorney Haynes advised that the proposed ordinance that he <br />presented at the last meeting was the strictest ordinance that he knew <br />of, and it was presented to you for the purpose of you eliminating what <br />you did not want, so what we have presented this time, if you do know <br />like some of it, we will just eliminate it. The penalty section is <br />like the one that Councilwoman McDonald said looked okay, so that is <br />the only thing that has been retained as was, the balance is for your <br />consideration. <br />After discussing Draft #2 as presented by City Attorney Haynes, the <br />Committee did not have a problem with Section 17 -66, Definitions, and <br />in Section 17 -67. Smoking Prohibited - Public Places, A.1. A public <br />primary or secondary school, the Committee wanted this item brought to <br />the full Council, and to eliminate A.6. - A transit bus system. <br />After further discussion, a motion was made by Councilwoman McDonald, <br />seconded by Councilman Bell to present to the Council both ordinances <br />for consideration at the next regular Council meeting, which will be <br />June 13, 1994 at 6:00 P. M. The motion carried 3 ayes, 0 nays. <br />It was also the consensus of the Committee to have the one inch signs <br />to be posted at every public entrance. <br />There being no further business, the meeting adjourned. <br />DON SHELTON, CHAIRMAN <br />
