COMMITTEE TO STUDY SMOKING REGULATIONS <br />May 16, 1994 <br />The Committee to study smoking regulations met in Special Session, <br />Monday, May 16, 1994, 5:30 P. M., City Council Chambers, City Hall, <br />Paris, Texas. Chairman Don Shelton called the meeting to order with <br />the following members present: Councilman John Bell and Councilwoman <br />Millie McDonald. Also present was City Manager, Michael E. Malone, <br />City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />City Manager Malone called for discussion of smoking regulations. <br />City Attorney Haynes presented a model ordinance regarding smoking and <br />read the ordinance to the committee discussing each section as they <br />were read. <br />City Manager Malone read City Ordinance 87 -022, Smoking Policy for the <br />City of Paris which allow smoking in City owned facilities in <br />designated area only, with separately ventilated or air- filtered, <br />indoor smoking rooms or outdoor shelters, to be set apart or separated <br />from non - smoking areas and include adequate, separate ventilation which <br />minimizes the effect or smoke in adjacent nonsmoking areas. <br />After discussing smoking in City owned vehicle, City Manager Malone <br />told the Committee that he would like to talk with Department Heads <br />regarding this matter, and would report back to the Committee at the <br />next meeting. <br />After further discussion it was the consensus of the Committee to allow <br />private businesses or owners to control and post their facility as <br />smoking or non - smoking, that smoking will be prohibited anywhere it is <br />posted as No Smoking. If smoking is allowed the area will have to be <br />properly ventilated and not be drawn across the no smoking area. <br />Buildings should be properly posted as Smoking or Non - Smoking in <br />accordance with City Ordinance so that it can be enforced if police is <br />called. <br />The Committee requested that the City Manager get samples of the <br />smoking and No Smoking signs, and have them available at their next <br />meeting. <br />It was the consensus of the Committee to have a fine of $25.00 and not <br />more than $200.00 for smoking violation. <br />Chairman Shelton set the next meeting for May 23, 1994, 5:30 P. M., <br />City Council Chambers, City Hall. <br />There being no further business, the meeting adjourned. <br />DON SHELTON, CHAIRMAN <br />
