Ms. Martin <br />said she had conducted an investigation and that two of the regular convenience <br />stores had adult magazines in the candy aisle, not behind the counter. Ms. Martin <br />pointed out that one of the photos was a lingerie shop with the same products that <br />she was selling in her store, and this person has just moved into a children's <br />clothing store. Ms. Martin questioned why the City was not able to regulate this <br />store. <br />Chairman Thomas said that Ms. Martin was talking about a regulatory process of <br />principal here, and if a complaint is made then the Chief of Police will duly process <br />the complaint and take appropriate action. <br />Ms. Martin said anyone selling anything sexual should have to register with the City <br />stating that they are selling these products. <br />City Attorney Foster advised Ms. Martin that there is a state statute that is in place <br />which defines display of wrongful material to minors and is a Class A <br />misdemeanor and he has talked to law enforcement officials about enforcement. <br />Ms. Martin questioned the percentage of material in a business that would have the <br />business defined as sexually oriented and Chairman Thomas advised that there will <br />be no percentage, as the Committee decided to leave the percentage out and use the <br />word principal. <br />Chairman Thomas said that the Committee has studied and stipulated that certain <br />businesses are not productive for better growth and development, and we, as a <br />community, are talking about a majority vote as long as we are not violating civil <br />rights. <br />Archie Holland, 548 N. W. 14th Street, stated that wherever an adult store locates it <br />is usually in a broken down area with no property values and it is usually in a crime <br />area. Mr. Holland said he did not want it in the City of Paris. <br />After further discussion, a motion was made by Reverend Miller, seconded by Mr. <br />Stephens to accept the proposed ordinance that City Attorney Foster presented <br />and recommend to the City Council that the ordinance be approved. The motion <br />carried 5 ayes, 0 nays. <br />There being no further business, the meeting adjourned. <br />
