MINUTES OF THE SPECIAL MEETING OF THE STREET AND DRAINAGE COMMITTEE <br />June 30, 1987 <br />The City Council's Street and Drainage Committee met in special <br />session, Tuesday, June 30, 1987, 4:00 P. M. Chairman Billy J. Burnett <br />called the meeting to order with the following members present: Travis <br />Wortham, Marshal H. Kent, and Eric S. Clifford. Also present was City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, Interim City <br />Engineer, Richard Babb, and City Clerk, Mattie Cunningham. <br />Chairman Burnett announced the purpose of the special meeting of the <br />Street and Drainage Committee was consideration of a request of Wayne <br />Brown for City participation in storm drainage for North Park Estates <br />No. 6, Block I. <br />Scott McDowell, Attorney representing Wayne Brown, appeared before the <br />Committee and explained that several months ago Mr. Brown applied for a <br />subdivision plat on the property in question, and the City Council <br />referred this matter to the Street and Drainage Committee for their <br />study and recommendation. Mr. McDowell stated that Mr. Brown owns <br />approximately 2 112 acres, and Mr. Brown has employed Brandon Chaney to <br />do the engineering on storm drainage. Mr. McDowell told the Council <br />that the cheapest and best way the drainage could be accomplished is to <br />use the opposite side of the street from the requirements of the City <br />because of problems with the curb and gutter falling off, and he felt <br />it would be more feasible to go down the West side of the Street, and <br />the estimated cost would be $22,000.00. Mr. Brown has presented a <br />proposal to the City Council with the City paying 75% of the cost with <br />Mr. Brown paying 25 %. Mr. McDowell said Dr. Donald Lewis owns a tract <br />of land that has not be developed adjacent to Mr. Brown's property. <br />Mr. McDowell proposed that the Committee recommend to the Council that <br />the City sponsor the storm drainage with Mr. Brown picking up his pro <br />rata share for his property, Dr. Lewis, when he develops his property <br />picking up his pro rata share of the cost, and the City also <br />participating toward their portion of the project. <br />Brandon Chaney, Engineer for Mr. Brown, appeared before the Council, <br />and presented background information of the storm drainage for the <br />areas. Mr. Chaney said the percentage based on acreage is 28.5% for <br />Mr. Brown, 15.8% for Dr. Lewis, and 55.6% for the City of Paris. <br />Richard Babb, Interim City Engineer, appeared before the Committee <br />stating this street was a proposed 39 feet collectors street in the <br />Master Plan of the City, and discussed the drainage in the area. <br />City Attorney Haynes questioned Mr. Chaney regarding Mr Brown's <br />fourplex that is also in the drainage area. City Attorney Haynes <br />requested that Mr. Chaney adjust his figures to include Mr. Brown's <br />fourplex in the drainage project. Mr. Chaney's figures reflected the <br />City of Paris - 47.7% or $10,500.00, Mr. Brown - 36.7% or $8,000.00, <br />and Dr. Lewis - 15.8% or $3,500.00 with City Engineer Babb being in <br />agreement wit the percentages. <br />
