MINUTES <br />TRAFFIC COMMISSION <br />Tuesday, February 4, 1992 <br />5:15 o'clock p.m. <br />Council Room - City Hall <br />Paris, Texas <br />3 1 <br />u <br />�.. <br />The Traffic Commission met in regular session Tuesday, February 4, 1992 with the <br />following members present: <br />1. Frank Sherman <br />2. Billy D*nado <br />3. Pauline Franklin <br />4. Richard Fuller <br />5. Ed Ellis <br />6. Tom Kolko <br />The City Staff was represented by Assistant Police Chief James Barnett. <br />The minutes of the November 5, 1991 meeting were approved as submitted. <br />The first item of business was to consider a request to establish or amend an ord- <br />inance regulating Off Street Handicapped Parking Spaces. Assistant Chief Barnett <br />explained that the most recent City Ordinance required that a penalty sign be at- <br />tached to the Handicapped Parking Signs and that state law no longer requires the <br />penalty sign. The Chief of Police wanted the off street Handicapped Parking signs <br />to comply with the minimum state law requirements so that we could enforce the viol- <br />ations of these spaces without placing undue hardship on businesses when they mark <br />these spaces. <br />After discussion Richard Fuller made a motion to recommend that the ordianance be <br />amended or written to require the minimum marking required by state law. Frank <br />Sherman seconded and the motion carried 6 ayes 0 nays. <br />The next item considered was a request to extend the existing School Speed Zone on <br />19th Street N.W. (FM 79) near Justiss School to the South. After learning that we <br />had to have state approval to do this and that the request had been processed at <br />the local District Office of the Texas Department of Transportation and sent to the <br />Austin office for approval Billy Trenado made a motion that the extension be recom- <br />mended to extend as far South as the state would allow. Pauline Franklin seconded <br />and the motion carried 6 ayes to 0 nays. <br />A Jerry McFadden came in during the discussion of the second item and waited until <br />that was finished and then in response to my question stated that he had come to <br />appear in favor of the first item on the agenda. After being told that the recom- <br />mended change had been approved by the commission he wanted to know what he should <br />do next to try to get the change made. Barnett advised him it would be placed on <br />an agenda for City Council consideration and that he could appear at that council <br />meeting to speak. McFadden asked about talking with our City Manager about it and <br />wanted to know when it would come before the City Council. After being told we did <br />not know the date the council would consider it he said that being an ex -City Man- <br />ager he knew that our City Manager would know when he should appear. He was also <br />told that he might talk with the City Councilman in his district about it. <br />There being no fu rthur bu mess the meeting adjourned at 5:30 P.M. <br />Xames Barnett <br />Assistant Chief of Police <br />
