MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY OF PARIS - CITY HALL <br />COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, DECEMBER 5, 2011 <br />5:30 O'CLOCK P.M. <br />The regular meeting of the Planning and Zoning Commission on Monday, December 5, <br />2011, was called to order at 5:30 p.m. by Dennis Chalaire, Chairman. <br />A. The following members were present: <br />Holland Harper <br />Jerry Akers <br />Dennis Chalaire <br />Keith Flowers <br />James Price <br />Richard Hunt <br />B. The following members were absent: <br />Keith Barnett <br />C. Also present were Shawn Napier, P.E., Director of Engineering, Planning and <br />Development; Jeanna Scott, Asst. Building Official; and Richard Grossnickle, <br />Council Member. <br />2. Approval of minutes from previous meetings. (November 7, 2011) <br />Motion was made by James Price, seconded by Richard Hunt to approve the meeting <br />minutes for the November 7, 2011. Motion carried 6 -0. <br />Motion was made by Keith Flowers, seconded by James Price to recuse Holland Harper <br />from item 3. Motion carried 5 -0. <br />3. Public hearing and consideration of and action on the petition of We Reit, LLC for a <br />change in zoning from a Heavy Industrial District (HI) to a Heavy Industrial District (HI) <br />with a Specific Use Permit (53) Loading, unloading or transloading of crude oil, on Lots <br />1 -3, City Block 162; Lot 2, Block 1; Lot 1, Block 2; Lots 4 -8, Block 6, Lots I -10, Block 7; <br />Lots 1 -11, Block 8, Lots 7-12, Block 9, Lots 1 -12, Block 10; Lots 1 -12, Block 11; Lots 1 -12, <br />Block 12; Lots 1 -12, Block 13, Texas & Pacific Addition, being located between South <br />Church Street, 6th Street S.E., Paris Boulevard and Union Pacific Railroad. <br />Public hearing was declared open. <br />
