Minutes <br />Main Street Advisory Board <br />A meeting of the Paris Main Street Advisory Board, held on January 5, 2000, at 3:00 p.m. at the <br />Moore Law Firm. <br />Present: Dr. William Hayden <br />Karen Wilkerson <br />Michael Malone <br />Richard Manning <br />Larry Schenk <br />Absent: Ann Wyche <br />Linda Suarez Scott McDowell <br />Garvey House Terry Townsend <br />Dwight Chaney Suzy Harper <br />Charlie Neeley Bill Payne <br />Pat Taylor <br />The meeting was called to order by Terry Townsend. <br />Terry Townsend made an update concerning the grant funding received from the Texas Department of <br />Transportation and the Downtown Improvement Project. The project has a total value of $1,007,400.00; <br />federal funds are $805,920.00 and the local match funded by the City of Paris is $201,480.00. The <br />official announcement for this project will come from TXDot on January 27, 2000. <br />Larry Schenk, City Attorney stated the board should create goals and objectives for adopting Historical <br />ordinances. Establish reasons for needing these ordinances. Put yourself in the shoes of the council and <br />residents. How will this effect the larger majority? Has the board established a list of properties and <br />property owners? Larry stated in his opinion, once this list is established the board should pursue public <br />forums; and that the Main Street Advisory Board should have authority to call those forums when they <br />believe its necessary. <br />Mike Malone points out that the Main Street Program is centered around an educational process, <br />providing low interest loan programs and creating a community effort to improve the district. Staff may <br />organize meetings. But board members should come forward with comments about construction <br />downtown. Each one of our building have been modified; some have used complementary material and <br />some have not. We should educate them on what they should be doing. <br />Larry Schenk, suggested that the public forums begin with one big meeting and then several smaller ones <br />to follow which included the entire district. <br />Scott McDowell, disagreed with Larry, saying we should concentrate on the immediate downtown area <br />first with public forums and then move to the outlying areas. Pointing out that any more may be to much <br />to handle in the beginning. <br />Dr. Hayden made a formal motion that we pursue public forums in the downtown first, Dwight Chaney <br />seconded the motion.
